Martial Law is declared after a rogue military jet destroys the Yokohama Bay Bridge with a missile, triggering widespread panic and the possibility of more attacks looming on the horizon. It’s up to Captain Kiichi Goto to gather the original Section 2 members and get to the bottom of a situation that has military forces turned against one another, fingers pointed at the government, and deep history rising up from the depths for revenge.
